Georgia Autism Providers Face Federal Fraud Scrutiny

Autism therapy providers in Georgia face growing scrutiny as federal and state officials tighten fraud controls around Medicaid-funded applied behavior analysis.

James Magazine reported Aug. 12 that the White House Task Force to Eliminate Fraud is turning attention toward Georgia’s autism-services sector. President Donald Trump created the task force in March and placed Vice President JD Vance in charge. Its members include the Department of Justice and the Department of Health and Human Services.

Georgia regulators had already identified applied behavior analysis and structured family caregiving as “high-risk service categories”. The Department of Community Health proposed additional prior authorization, tighter supervision requirements, annual reporting on abandoned care and stronger enforcement of rules against soliciting Medicaid members.

The Centers for Medicare & Medicaid Services said Aug. 4 that Medicaid and Children’s Health Insurance Program spending on applied behavior analysis rose 421% from 2021 through 2025, compared with 67% growth in children with autism diagnoses receiving services. Its new state toolkit addresses medical necessity, provider qualifications, payment methods and improper billing. CMS said the toolkit does not impose new federal requirements or limit medically necessary care.

In a related Georgia case, ABAscape LLC owner Mira Stallings pleaded guilty in April to health care fraud. Prosecutors said she billed TRICARE more than $652,000 for services that were not provided or were misrepresented, resulting in payments exceeding $572,000.

Federal prosecutors charged 15 defendants in May in alleged Minnesota Medicaid schemes exceeding $90 million. One case involved an alleged $46.6 million autism-services operation using kickbacks, unnecessary diagnoses and billing for care never delivered.

The White House order establishes broad national authority but does not identify specific Georgia providers as task-force targets. The issue is strengthening safeguards without disrupting legitimate care for children whose families already face limited options and long waits.
